The purpose of the Law is to create a legal infrastructure for the clearance of minefields which are not essential for state security and for UXO clearance. The cleared areas are then declared free and clear of mines or UXOs, as the case may be, at the maximum safety level for civilians, considering the international obligations of the State of Israel, all of the above in as short a period of time as possible.
